Not St Ives no. Also, the river I mentioned is a different one to that flowing through St Ives.

I KNEW it was the Fens - afraid this was a Google job, but it's the Sokari Festival Boat sculpture on the banks of the Nene at Peterborough (long time since I've been there!)

The reason I said St Ives is that I grew up there...

Yep, you got it! Nice place to visit if you're in the are, whole bunch of outdoor sculptures. Also Nene Valley Steam Railway just nearby.

Obviously a clue is required: the statue is in France and is in the middle of the market square. The shop keepers had requested a piece of modern statuary, and this is what they got.

It's in central France and in a region better known for something else.
