He was on the way down - he would have had to have climbed a fairly steep incline the other way; It was a balmy day here and I think he was ensuring he didn't over heat. Amazingly sharp shot Ian together with good composition.
He should have had a logo emblazoned on his underwear and if he didn't win the race, he could have probably picked up a few "knicker" from advertising

What's that small blue object(line) pointing at the tattoo on his arm? The blue dash that matches the trim of his knickers.

David has also pointed out to me that it's attached to a blue cord (or tape) which is hanging down from around his neck.
