Phew! decided to have yet another search after unsucessfully trawling the length of the A5 (virtual of course) last week and I've just found found it. ItsTowcaster racecourse and conference centre.

Oh boy am I glad that you showed us this side of the statue.... I have no idea whether the other at the Palais de Meditterranee was a Damien Hurst - it was a very jolly lady.

From a quick google on the Riviera, I reckon this was at the Pont de Fontville in Monaco.
