I'd already heard about Photoshop Express, but there is no official information from Adobe about it - I believe it's not officially launched, though it's not a 'secret' either - I think they are trying to gauge the public's reaction to the project.
It's all driven using Flash technology, which Adobe acquired with the Macromedia merger.
