Looking at the roof is it the Guggenhiem in Bilbao?

oops - blushes all round. It's not Bilbao - and I originally thought it was! Bilbao is in the Basque country, which has (had?!) an even more militant separatist movement than Catalonia. Basically, I have confused my visits to Bilbao and another place which is quite far from there!

So please ignore all my hints about the locals not approving of the central government and please accept my sincere apologies for confusing everyone! The architecture, Dr.Who - they are all sound hints though.
