at first was thinking about some softening foam or something but then it looks like a bit of a some drive belt

It's not mechanical, but provides a mechanical advantage.
Generally used to get you out of a tight situation.

Is it one of those "Cast" products such as a door stop, letter rack, paper weight etc..

It is not cast but it is made from metal. A lot smaller than a door stop, this image would be approx 14mm x 10mm if it was actual size.
