Looks like a DIY job, but it will never get to the moon. Probably a hotel or restaurant that has rented out space to the communications companies.

Spot on David. Taken from the observation platform at the top, looking up. I came across the shot this afternoon whilst looking for something else and it occurred to me that it was a view that isn't instantly recognised.

For anyone who ever visits NY I can highly recommend a visit up the ESB, but its best late afternoon.
