No point my commenting if I'm not going to be honest.
I wouldn't have known these were navy girls had you not said. They could well have been a couple of girls wearing fashion clothing. Their bags don't look like any part of a uniform and I note one with something resembling a popeye figure on her bag. The background doesn't appear to have any naval connection and the guys face is well washed out. Maybe if the photograph was opened out a bit more to show more of their surroundings it might be more appealing to me.
Is that something like a newsagents stand in the background

5 hours without comment doesn't mean anything to me especially when the photo is in the "Eye of the camera" section, where is mostly for viewing something or making a situation known.
These are navy girls, they are wearing navy hats, their uniform has the collar with the white stripe, their hair are not hanging but they are grabbed and they are carrying both of them the specific type of Navy sacks in their back.
They are in the Navy Academy where they stay enclosed there, Monday through Friday and leave in the Navy's private accommodation. The photo was taken at Friday afternoon that they were going home for the weekend.
The photo was taken in the street and not in some Naval base where access is forbidden and so photos too. In front of them (in the the background) there is a street kiosk that sells cigarettes, refreshments plus many other. I washed out many details in the background just because they don't have any meaning in relation of the main theme and since this is not a usual view in the streets on a daily basis of two Navy girls going home for the weekend.
I treated the photo with some effects and that is the reason for the washed guy in the background, plus other washed out details in the background too.
