Those aren't fruit skins then, they must be hard hats for the local wildlife when in and around the area, with workmen like that they need them.

Also I have noticed the sign, is it a no cycling sign for seals, judging by the picture on it

The wiring looks like Asian Noodles! What are those round things at base of signpost & communications pole, that someone commented looked like hard hats for the local fauna! Perhaps they are food offerings for pigeons or rats that may be the local fauna!
