Ah yes, I know Irfanview, although I haven't used it for a long time.
When resizing an image usually some sharpening is required to compensate but I think it's overdone in the first shot, probably because there is so much detail in it.

escallonia has provided a file but it doesn't seem to be normal 16MP resolution for the Olympus OM-D E-M5 he used. Anyway, I have resized it and I feel this is not a bad result:
