Hi Ian -
I feel that if this were my image, firstly deal with straightening the picture and to bring the top area of it forward a little. I'm not sure how much of what we see has been cropped from a larger scene. If cropping has taken place, perhaps one could do with more or less on either side of the picture from the original.
General lightning/shadows coupled with levels in various parts (using the quick selection tool) would show an overall evenness . Some cloning here and there could make an improvement. General play with colour/saturation during the process.
I do however know we all see things differently from one another and what changes one makes to a scene differs from another.

I tend to agree about using perspective to straighten the image and would also question the need for the fancy dome like structure remaining in the image when the workman is the main point of interest!
