If I understand you correctly Dana, you need to crop to an exact size.
If so when you click on the Crop tool, the top tool bar shows a Height & Width window where you can input and exact print size. You can then put a resolution figure in say 300 pixels per inch. This will then allow you to crop to that exact size from wherever you want in the image. Photoshop will interpolate to the size if need be. When you print the resulting image it will be exactly the size specified
Stephen explanation is dead right , however the default size is in portrait mode so you need to click on the two arrow symbol to reverse to landscape .
When you've finished click on the clear box and the crop tool goes back to normal .
