I think this is a nice 'Misc' type shot.
As I enter a lot of competitions, esp camera club, I would expect the following remarks from a decent judge.......
Like the odd number of deckchairs, even numbers don't normally work whether it's deckchairs or whatever.
Also like the colours esp the red chairs.
Like the slightly out of focus peir because it does'nt overpower the image and main subject (deckchairs)
Do not like it being central and would like to see more on the left hand side so the people have somewhere to look into.
The white bag is a bit distracting and could easily be removed.
Personally, I also think the frame is distracting because it's so big and bold. Mind you I'm not a fan of frames of any kind and indeed in most comp's they are not allowed.

Nervous cant think why
Its a nice capture, what would have made it a great candid capture would be if you shouted out some insane profound remark that did not mean anything and snapped them as they poked there heads up and looked round to see what was going on

I like the photograph and would agree with what Mick says with regard to Judges' criticisms.
As he says a bit more room on the left hand side would have been better and I also think the frame is a little too heavy.
The photograph is an eye catcher though.

The frame - well, that's only there because I resized a bunch of images to email to a friend, and put frames on them all, so that's easily removed.
When you say that you would like to see more on the left hand side, do you mean more beach to the side of the chairs? I do have another shot from the same place which doesn't include all of the deckchairs, but does include the end of the pier on the left-hand side. I'm not a Photoshop expert by any means, but I wonder if I could join the pictures together? I've cloned a few bits of rubbish out of the foreground and altered the leves a little, but that's it.
You also mention the white bag - do you mean that I could remove this in Photoshop? I will definitely have a try, but I have a feeling that the results will be less than satisfactory.

What should I do about framing future images? I have to confess that I only started adding frame to my salon competition entries because I noticed that most people seemed to do it. Is it generally better to post images here without frames though?

Frames are OK for me, however agree this one is too heavy. Perhaps a white one the same thickness surrounded by a black stroke line would be better IMHO. The trick is not to let it overpower the photograph and n distract from it. I like a 50px border in Black/White and a 1px stroke in Black/White using a combination that seems best. For me a frame makes a statement about the image and says its something more than plain snap. In the pic I posted above, the frame is 20px all the way around. The image is 640x440, frame included. Personally I would leave it at 20px My 50px that I mentioned is for pics that I post which are bigger, maybe 800x600 at least.
