Well I like this a lot actually, especially that sky. It's not easy shooting into the light source like this, so you did well to capture the scene as you did.
Compositionally I'd have probably tried to compose a few steps to the left in order to bring the benches into play on the diagonal line from lower left to top right. Given the sky's beauty and depth, I would've still emphasised it by giving it two thirds of the frame, but probably with the benches leading in from the lower left. However this isn't criticism, it's just how I might have tackled the same scene
From an exposure point of view I think this type of shot needs a tripod and at least two exposures from exactly the same position - firstly one for the sky and then another for the foreground, because I don't think the foreground detail is quite enough, despite your efforts. (In fact, you could go one step further and meter for different areas of both the sky and foreground to give yourself a series of exposures of exactly the same scene). Anyway, you can then either blend these exposures by simply applying one over the top of the other and adjusting layer opacities to create a single, perfect exposure.......or you can even just drag one over the other and rub through the appropriate areas (carefully and using suitable brushes and strengths...) with the eraser tool
Anyway, in answer to your questions - yes, it's a great shot, but I also think it could be improved
I never gave a thought to the siting of the benches until I read Bearface's comments. I can see what he means but it doesn't bother me at all.
It's a great shot which a little more visibility in the foreground could have made even better.

You have shown the 'medium' sized version from your gallery - maybe the 'big' version will show more impact and fine detail?
The area where the sun is, is completely burned out, which is where I personally feel the picture falls down a little.

The UBB Code is different for each size of picture. If the picture was originally over a certain size (about 600 pixels wide), a smaller version is created by the gallery. That is normally the first image you see after clicking in the gallery thumbnail. Click that picture and you will see a bigger version.
