A very nice image from a part of the world I have never seen.
But I presume you want a little more than that as it is in the critique section Ian.
Bearing in mind that this is just subjective on my part and there is not a lot wrong to critique on it here goes.
I like the soft early morning light, though I did think it was dusk before seeing the exif, as dawn light usually has a little more clarity (at least in my part of the world) .
The composition is just right with the boats on the third and the horizon level.
So that just leaves the processing, and it is here I would have done it just a little different.
I would have used the grad filter in LR to bring out the layers and colour in the sky just a little more. Then used the grad to darken the foreground water down just a little and then added a little clarity to the remaining strip of boats and water. Just subtle adjustments that in my opinion would improve it.
By the way Ian you are very minimal with your key words, I would have at least added "coastal" and "boats".

It's a lovely picture, nice content and great composition - all the components there. The main problem I have with it is that it just doesn't 'pop' and I think that's because it's too flat, probably because of the lack of any significant vibrant natural lighting at the time it was shot.
What OlyPaul suggests sounds good, though I don't use LR, still using only CS4. I'd suggest using your own preferred methods for lifting the sky (but maintaining those lovely layers and colours of clouds and sky) - also perking up the boats, maybe tweaking the colours and saturation of the boats and their canopies.
All of it subtle and selective but just enough to separate the boats and make them stand out a touch more against a slightly more vibrant sky and slightly more 'shimmering' water.

One of the reasons I posted this picture here was that I wasn't really happy with it. In fact I should reserve it for the next Photo Fox Challenge
I will post the original to show just how much I have already changed it.
I'm pretty sure that this is a mid-late afternoon shot and that I didn't change the clock in the camera, so it's 7-8 hours behind the local time - sorry about that! The weather was a bit overcast at the time.

It can be so disappointing when you get a good scene, good shot and the natural lighting lets you down.
